The overall mood across Liaoning Province is surprisingly upbeat. Businesses and institutions are buzzing with anticipation, ready to seize emerging opportunities. Contrary to the perception that Northeast China is an economic backwater struggling to catch up with more vibrant regions such as Guangdong and Zhejiang, I witnessed firsthand the vibrant entrepreneurial spirit that pervades the province.

The optimism isn’t misplaced, it’s grounded in Liaoning’s strong industrial foundation and abundant resources. From bustling cities like Shenyang and Dalian to rapidly developing economic zones, optimism translates into tangible projects, startup incubators, and infrastructure investments. This enthusiasm offers fertile ground for international companies and educational institutions seeking growth, collaboration, and innovation.
